Who is the programme aimed at?

 

The Master in Public Management is specially designed for civil servants and responsibles of non profit organizations and NGO’s wanting to develop their management skills and capabilities to integrate long term goals in their daily work.

This Master in Public Management consists of 16 courses (60 ECTS) split over four modules and completed within 20 months. Our program is completely executive-friendly. Classes take place in the evening and weekend (1 course every 3-4 weeks).

INTRODUCTION AND GLOBAL ISSUES

96 hours

Module Objective:

The first part will  lead students to understand the overall context surrounding the management of public administrations and non-governmental organizations now and in the coming years. Vietnam is nowadays facing the necessity to adopt a changing pattern for better regulation complying with modern governance while coping with serious issues regarding sustainable development (economical, social and environmental).

 

The courses :

1. Introduction to public and not-for-profit management

The course is aiming at providing a pertinent conceptual framework allowing students to understand performance key components of public and non-profit organizations.

 

2. Poverty reduction and equity

Vietnam growth is characterized by a dual pattern of development: a more affluent middle class namely located in urban areas, « urban poor’s » and remaining rural population lacking access to modernization. This course aims at reflecting on and at formulating adequate public policies reducing inequalities.

 

3. Global economics and geopolitical issues

The course will focus on the major geopolitical forces shaping the world in this century and its consequences on the world economic situation. Relationships between Asia and the Western world will be examined and students will be confronted with scenario planning techniques.

 

4. Public Governance and ethics

Globalization forces emerging countries to adapt their public governance systems since it is now proved that country development is enhanced by strong governance principles such as accountability, transparency, and ethics. The course will focus on this ongoing process aiming at adaptation of legal rules accordingly.

CONTEXTUAL ISSUES

96 hours

Module Objective:

The second part will be  dedicated to specific issues related to emerging countries,  especially among them the need for performing and ethical public governance.

The courses :

1. Regulation

In a market-orientated economy, market is not completely successful without regulation. Different types of market failures have to be corrected by a proper and adequate regulation. The course will focus on the efficiency driven solutions but also on equity issues to avoid unfair situations for low-revenues categories and backward territories.

 

2. Urban development

The course will address more specifically economic growth, social development and environmental protection at the city level. This will cover spatial planning, local economic development planning, social services offering and « green » issues.

 

3. Impact evaluation

Public organizations, NGO’s but also international multilateral organizations are judged on the tangible benefits they bring to the intended beneficiaries. The course introduces students to the design of such interventions in order to adequately measure their intended impact.

 

4. Social innovation

This course will address social innovation tackling urgent social need and improving people’s lives. The main objectives are to introduce core social innovation concepts, to present key challenges with a focus on Vietnam and to discuss the relevance of SI concerns in the management of (for-profit and non-profit) companies.

INSTRUMENTS AND MANAGERIAL ISSUES

114 hours

Module Objective:

Management tools and techniques applied in and adapted for the public and non-profit sector will be the key elements of the third part

 

The courses :

1. Budget, audit and control

The main objective of this course is to analyze the characteristics of management control in public institutions and NGO’s. A particular emphasis is put on performance management and measurement as a framework for decision-making processes.

 

2. Public marketing

The course aims at making students aware of the contemporary approach of marketing in non-profit and public organizations. Students will work on cases in order to get key concepts and basic tools in social marketing and social advocacy.

 

3. Human resources management

The HRM course aims at setting out the range of activities of the HR function, demonstrating how effective HRM can make a difference by adding value to an organisation and explaining the feasibility and nature of the link between the organization strategy and HR strategy.

 

4. Public private partnership

Given constraints due to public debt and leverage effects when relying on the private sector (financial, managerial,…), P-P partnerships are implemented in hard industries (transport, infrastructure, telecom ,…) as well as soft sectors (education, health, media…). The course will examine different cases.

 

5. Cost-benefit and other techniques for evaluation of public projects

For a project or policy to be qualified on cost-benefit grounds, its social benefits must exceed its social costs on the perimeter of the whole society. The course aims at presenting CBA concepts, methodologies and possible pitfalls and at introducing other technics such as multi criteria analysis.

ORGANIZATION AND PERSONAL DEVELOPMENT

60 hours

Module Objective:

People’s ability to handle the soft skills side of “business” is now recognised as key to making activities more efficient and effective and better places to work. Similarly the capacity to solve real organization’s life problems is considered as a key competence.

 

The courses:

1. People leadership and personal development

This seminar focuses on group behaviours and personal (self) understanding. From there, students will be confronted with leadership, power and influence issues looking more deeply at interpersonal relationships, group dynamics, conflict resolutions, charisma, etc.

 

2. The final own organization case & the final Master’s presentation (“grand oral”)

This final test intends to convince a jury that the title of Master of Public Management can be rightly awarded. The objective is to see if students are able to solve an organization problem under stress and time constraint using concepts and tools taught in the program.

Recognized university bachelor degree

At least 2 years of professional experience

Proficiency in English (TOEIC 650, TOEFL 530, IELTS 6.0, B2 CEFR or equivalent)
